What Happened?
20 November 2009: A U.S. drone strike targeted a house belonging to a local named Gandak, that the CIA alleged was a training compound in the Aziz Khel area of North Waziristan Agency. The CIA alleged that it had killed up to 14 militants in this attack, however the precise number of casualties has never been documented.
The stance has been challenged in a case presented before the U.N. Human Rights Council, where Pakistani lawyer Mirza Shahzad Akbar brought forward witnesses and locals who testified that all casualties were innocent civilians who had no connection to any militant network. A 15-year-old child named Razm Khan was among the dead.
Given the lack of victim identification, this attack is considered undocumented.
